Jack Spencer is the Research Fellow in Nuclear Energy at The Heritage Foundation's Roe Institute for Economic Policy Studies.

In this position, Spencer works on domestic and international nuclear energy and related nuclear and energy issues, including security and defense.

Spencer began his second tour of duty at Heritage in September 2007. Previously, he was at The Babcock & Wilcox Companies where he worked on commercial, civilian, and military nuclear energy issues

From 1998 to 2005, Spencer was a Heritage analyst for defense and national security, where he worked on several issues, including military readiness, military roles and missions, national security spending, homeland security, arms control and missile defense.

In 2002, he authored "Top Priorities for Strengthening Civil Defense Against Terrorism" as part of Heritage's post-Sept. 11 security study, Defending the American Homeland. In 1999, he wrote The Ballistic Missile Threat Handbook, a reference guide that describes the ballistic missile arsenals of nine nations whose interests in ballistic missiles threaten U.S. security.

Spencer has been often quoted in national newspapers such as The New York Times, The Los Angeles Times and The Washington Post. He also has appeared on C-SPAN, FOX News, MSNBC, BBC, The Rush Limbaugh Show and National Public Radio.

Spencer earned his bachelor's degree in international politics from Frostburg StateUniversityand his master's degree from the Universityof Limerick in Ireland . While in Limerick , he also began research towards his doctorate. Additionally, Spencer spent time studying in Germany.
