Governor Rossello has signed over 50 bills and executive orders with immediate effect; controlling government expenses, establishing zero-based budgeting, spurring private sector investment and labor reform, promoting bilingual education, and shrinking the number of state agencies from 118 to fewer than 40 over the next four years.
