THE KASICH BUDGET PLAN MEANS $59 MILLION A YEAR FOR THE TYPICAL CONGRESSIONAL DISTRICT

Last year, Congress passed the largest tax increase in history, some $260 billion in new taxes over the following five years. As a result, American taxpayers this year will send some $35 billion in extra taxes to Washington. On March 2, however, Representative John Kasich (R-OH), the rank- ing Republican on the House Budget Committee, introduced a budget plan that takes a step toward reversing last year's huge tax increase. Lawmakers in the House will have a chance on March 10 to choose between this fiscal 1995 budget plan and the plan submitted by the White House three weeks ago. The centerpiece of the Kasich budget is a $500 per-child tax credit for the families of more than 50 million American children. Over the next five years, this plan would return more than $103 bil- lion to working families with children, with 75 percent of this money going to families with gross annual incomes below $60,000, and 86 percent to families with gross annual incomes below $75,000 per year. I The Kasich plan finances this family tax relief by cutting over $278 billion in government spending over the next five years. Besides providing the funds needed for family tax re- lief, the plan applies some $150 billion of these savings to reducing the federal deficit below the lev- els projected in the Clinton budget. The remainder will offset the revenues lost to the Treasury from a package of tax changes to stimulate investment and economic growth. Thanks to these spending re- ductions, the tax cuts have no impact on the federal deficit.

1 The Kasich plan caps the benefits for families with children at an annual income of $200,000. Although this cap penalizes less than 0.3 percent of all families with children (saving theTreasury less than $86 million annually), it is inconsistent with other federal policies intended to aid families raising children. For example, the Dependent Care Tax Credit is used by working families who place their children in day care. This tax credit is not means-tested, and is often used by many dual-income, prosperous families. Capping the $500 per-child credit- even at such a high level of income-thus penalizes mothers who choose to stay at home with their children.

The Kasich plan contains a sweeping list of over 200 specific cuts or recommended reductions in federal spending. For example, the plan would cancel the $50 billion in spending increases author- ized in the Administration's fiscal 1994 budget plan. These so-called investments include increased funding for tax system modernization, mass transit grants, and the new Farm Services Administra- tion. The Kasich budget plan also would eliminate many obsolete federal programs, privatize numer- ous commercial government activities, consolidate dozens of duplicative programs, and take major steps toward reinventing others. The specific recommendations in the Kasich budget include:

Repealing the 1931 Davis-Bacon Act; Eliminating the Interstate Commerce Commission; Eliminating the Legal Services Corporation; Eliminating Impact Aid payments; Cutting Amtrak subsidies; Cutting by half the budgets of the National Endowments for the Arts and Humanities; Reducing Small Business Administration loans; Privatizing federal prison services; Reforming the International Development Association; Reducing the Export-import Bank's Credit Assistance program; Selling the federal Helium Processing and Storage Facility; Consolidating Highway and Mass Transit Discretionary Grants; and, Privatizing the FAA's air traffic control system.

Such major spending cuts no doubt will draw fire from the interest groups who benefit from these programs and from their supporters on Capitol Hill. Some lawmakers will tell voters back home that the proposed cuts are too severe and would mean lost jobs and fewer government services. But these lawmakers overlook the plan's huge gains for families in their districts. The reason: U.S. Census Bureau data show that the typical congressional district is home to the families of some 117,000 children eligible for Kasich's $500 per-child tax credit. This means that the average law- maker's district would reap roughly $59 million per year in family tax relief-money in the pockets of families that would have far more impact than any cuts in government spending. Most taxpayers in a district would support prudent cuts in federal spending if they knew that their community would receive nearly $300 million in family tax relief over five years. A recent opinion poll conducted for The Heritage Foundation by the Virginia-based firm of Fabrizio, McLaughlin and Associates confirms this. The survey showed that by a 3-to- I margin, Americans support a plan to provide family tax relief paid for by spending cuts-even if it means cuts in entitlement spending other than Social Security. In fact, many groups who might lose federal benefits as a result of such cuts still favor this plan by an overwhelming margin. Example: Persons with incomes below $20,000 per year, who are eligi- ble for numerous government entitlement benefits, favor a $500 per-child tax credit by 4 to 1. Exam- ple: American over 65, who are eligible for various entitlement programs, favor the plan by 3 to 1. These results indicate that families would rather have cash in their pockets than programs from Un- cle Sam.

Lawmakers who oppose tax cuts paid for by spending reductions usually rely on taxpayers' igno- rance of who actually gains from such spending. Federal programs primarily benefit small and pow- erful interest groups at the expense of all taxpayers. But a budget plan such as the one proposed by Representative Kasich reverses this inequitable dynamic of government spending. The Kasich budget benefits millions of American families at the expense of a few Washington interest groups.

To enable House Members to see how family tax relief would benefit the families in their dis- tricts, Heritage Foundation analysts have calculated the annual value of a $500 per-child tax credit for each district. These calculations, shown below, are based on Census data of the number of chil- dren in that district.
