During World War II, the United States earned the title “Arsenal of Democracy” by mobilizing a vast defense industrial base that delivered the equipment needed to defeat the Axis Powers. Today, that industrial base is a shadow of its former self—no longer capable of producing the volume of weapons likely required to deter or defeat America’s adversaries. Rebuilding it is not only a national security imperative, but also a profound economic opportunity.

In The Heritage Foundation’s new report, A Strategy to Revitalize the Defense Industrial Base for the 21st Century, policy experts from a variety of expertise outline a plan for rebuilding America's arsenal and laying the foundation for a new American Golden Age.
