Terrorists cannot subsist on fanaticism alone. They require financial backing to conduct their activities. Financial support is necessary for terrorist activities, especially those that project terrorist activities abroad to the United States and other developed nations. Identifying and cutting off terrorist groups, such as Osama bin Laden's al-Qaida, from their existing bank accounts and other sources of financial support is a necessary component in conducting a successful war on terrorism.

Terrorist groups also require governments to provide protection from international justice and military retribution. America and her allies have been negligent in disbursing bilateral and multilateral assistance to terrorist sponsoring states. In order to combat terrorism effectively, America and its allies in the war on terrorism must cut terrorist groups and the countries that harbor them from international financial flows.
