Policy experts at The Heritage Foundation continue to lead the way in promoting conservative solutions on Capitol Hill. At this point in the year, scholars have testified 23 times before congressional committees in the House and Senate.

These experts have advocated for conservative policy proposals on energy, welfare reform, education, and many other issues before Congress.

At this same time in 2017, Heritage experts had given 18 testimonies to Congress. And at this point in 2018, 17 experts had testified on the Hill that year. Overall, there were 34 testimonies given in 2017 and 31 in 2018.

Nick Loris, deputy director of the Roe Institute for Economic Policy Studies and Herbert and Joyce Morgan fellow in energy and environmental policy, testified on four separate occasions to committees in the House about climate change, natural resources, and fuel standards.

“Committee hearings are the official building blocks of the legislative process,” said Tommy Binion, vice president of government relations at Heritage. “Expert testimony directly influences policy making and Heritage has become known to some of the most professional witnesses with the right expertise.”
