WASHINGTON—The Heritage Foundation announced today that Steven G. Bradbury is joining the organization as a distinguished fellow.
In his role, Bradbury will conduct advanced policy analysis and scholarly research for Heritage on transportation and legal policy for policymakers and the next presidential administration. He will also support the 2025 Presidential Transition Project, an initiative launched by Heritage and more than 40 other conservative groups this year to prepare the next presidential administration with a policy playbook and conservative talent pool ready to take on the federal bureaucracy.
Bradbury served as the Senate-confirmed general counsel for the U.S. Department of Transportation (DOT) in the Trump administration from November 2017 to January 2021. In this role, Bradbury oversaw all of DOT’s rulemaking and enforcement actions. During his tenure at DOT, Bradbury also served as the acting deputy secretary of transportation and briefly as the acting secretary of transportation.
Bradbury previously served as the principal deputy and acting assistant attorney general for the Office of Legal Counsel at the U.S. Department of Justice during the George W. Bush administration. Earlier in his career, Bradbury was a litigation partner at Kirkland & Ellis LLP and at Dechert LLP in Washington, D.C., where his practice focused on regulatory enforcement and investigations, rulemaking and judicial review of agency actions, appellate cases, and antitrust matters.

Bradbury clerked for Justice Clarence Thomas on the U.S. Supreme Court and for Judge James L. Buckley on the D.C. Circuit Court of Appeals. He graduated magna cum laude from the University of Michigan Law School and received his bachelor’s degree from Stanford University.
