Edmund Haislmaier, Heritage’s Preston A. Wells, Jr. senior research fellow, will testify before the Senate Finance Committee on Tuesday (Sept. 12) to discuss the issues impacting health insurance cost and coverage. Haislmaier was asked to testify based on his extensive knowledge and research of the health insurance markets and how Obamacare has affected them.
Here is an excerpt from his planned testimony: “In sum, after three years the ACA’s coverage effects appear to have already reached a point of diminishing returns. That situation is unlikely to change. Escalating premiums will continue to discourage enrollment of more healthy individuals. It is unlikely that the individual mandate penalty for not obtaining coverage will be sufficient to overcome price resistance.”
